I read here and elsewhere that some power supplies can be switched from multi- to single-rail, but I believe from reading specs at Newegg where I bought it, my power supply (CORSAIR TX-M Series TX750M) is strictly single rail. I tried reflowing the chips, and the GPU turned on. No problems came up. VRAM failures are precisely what cause these kinds of artifacts that are being reported.
